This paper discusses some anaesthetics given to green sea turtles. I think you can probably find more info on the web, but the drugs look like the ones used for mamamals (i.e. controlled substances that can only be obtained by trained professionals/vets). I dunno...your best bet might be to find a vet that will let you pay in installments...
