My turtle does that when a bug is bothering him. If the head shaking keeps recurring for no apparent reason then you should increase calcium in his diet...my female started to "shake" right after she laid a bunch of eggs (I was really supplementing her diet but it wasn't enough) anyways the vet told me provide lots of calcium rich foods asap and it ended in 2 days...about the fish I would recommend fish small enough your turtle can attack and finish off humanely (I know "its nature's way" etc but there's no reason to prolong the suffering of the fish).
