I don't think gravel is necessary. In fact, some people advocate the bare tank bottom approach for 2 reasons:
- it's easier to kep the tank clean 'cos you can easly spot and net out their waste and leftover food stuffs
- turtles won't accidentally eat rock or sand, which can cause constipation/impaction
After I saw my baby turts trying to eat the gravel that I put on the bottom of the tank, I removed it completely. If you use pebbles bigger than their mouth it should be fine though.
