pH problems?

Last week i bought this little "Turtle Health Conditioner" medicated sulfa block. It says on the package that it helps prevent things like streptococci, proteus, staphylococci, E.coli, Pasteurella, Bacillus and salmonella and that at a pH of 7 it will last 45-60 days. Well...like i said, i got it almost a week ago and its almost gone now, so i'm thinking i must have a serious pH problem. pH is the acid/ base balence isn't it? What causes the inbalence, how can i find out for sure if i have a problem and what can i do about it? Also, has anyone heard about these sulfa blocks before? Are they really effective and safe to use? It does seem like its helped some, the tank doesn't smell ammonia-ish anymore. I used to feed the turts in their tank but no longer do that so i don't know if its that, the block or a little of both.
