It looks to be like you need higher water level.. at least so the big turtle can't touch the ground with just his feet... so he actually has to swim to get to air (they could just float with a little practice)

The little one won't mind as the bigger turtle might not step on him as much. The bigger one will also get more exercise, as your right, she's really big and fat! :) But I think healthy
