Actually I would not add a heater for any temperate turtle maintained indoors. Typical room temperature is 68 degrees F (20 degrees C) or more and that compares favorable with water temperature of most lakes and rivers.
The important thing is that the basking area must reach 95 degrees or so (35 degrees C) so they can warm themselves up enough to metabolize properly.
