Eastern Indigos are listed as federally Threatened in the US so (although not listed on the endangered species list) I think NJ might have lumped them in thier endangered catagorie. So you might need an endangered species permit (good luck with that). One references for this is the paragraph in the NJ Fish and Wildlife exotic species permit regulations:
7:25-4.10 Endangered Species Prohibited
(a) Except as specifically hereinafter provided, no permit shall be issued for the possession of any species designated as endangered by the U. S. Department of the Interior or the New Jersey Department of Environmental Protection pursuant to N.J.S.A.23:2A-4.
