Hello. No, you don't really need a permitt for a one time sale like that. You would need another permit for selling on a continual basis and the sales permit in NJ is 100 dollars a year. Fish and Wildlife wont give you a hassel with selling through the local newspapers because your not doing it on a large scale. Hope this helped.
