Firstly take the goldfish out,its best not to keep anything in with axys apart from same sized axys.The fish could be bothering/nipping him or pass infections,secondly reduce the amount of water,they dont need a tank filled with water,if he's floating it will stress him as he cant reach the bottom,for the time being lower the water enough so his feet can touch the bottom,its less stressful.What temp is the water at? Do you have a strong current of water in the tank,flowing water also stresses them and by lowering the temp it will help.Is he still eating?
