axolotl stressed?

I recently acquired a 3 inch axolotl. I have him in a 10 gallon tank with an underground filter. I've had axolotls before but never noticed this behaviour. He's hanging around close to the surface under the rim of the aquarium on his side. It's filled all the way, as I have 2 small goldfish in with him. It's almost like he's asleep up there and only responds when I stir the water around him slightly. What am I doing wrong if anything? I'm concerned that he's stressed but I dont know what part of the equation is causing it. Thanks hope you can help.
