Watersnakes are diurnal foragers during the cooler months and bask diurnally during hotter months. Watersnakes don't need to actually be submerged in water to be healthy. They simply prefer aquatic habitats because of the abundance of prey and secure hiding spots. Your snake sounds completely normal.
