You should really try making Alan Francis' trout jello - I use it for all my garters and also for some Nerodia - the only problem being that the Nerodia seem more movement-stimulated than the garters. Scenting the jello with rosy reds (which I have a pondful of in my yard) doesn't seem to work, but waving the jello in front of them does. This works for my clarki (which also eat unscented pinkies), but my c. compressicauda are more strictly live fish feeders.
