No female is the same, some after a first shed, most of them ovulate after the second shed while a few might even wait until a third shed.
Shannon made a good point here, not all females produce every year, I can attest to that, many of my bigger females took the year off in 02.
Best thing to do with females is to keep them well fed, when she is ready to copulate, you will not mistaken it, with a courting male, her tail will go up, he will line her up and then both will sit there motionless for 15-20 minutes enjoying each other.
