Could be. However, we are covered under the Agriculture in VA. Reptiles are not covered under the Animal Welfare Act, but they are companion animals. Therefore, we can call the State Vet when we are unhappy with Animal COntrol. IT still doesn't do much, but it can be a help. In many states, the Agriculture Dept oversees Animal COntrol and the pet store permits.
What I suggest is to call the person sponsoring the bill and find out why they want this bill. If there is a problem, find a rep to suggest an amendment.
