:A shelter is a physical address that is not a private home. A foster home is a private home that can be a home based rescue or just a foster associated with a shelter. No private residence can have over 50 companion animals. Breeders and citizens can have over 50 animals.
"Foster home" means a private residential dwelling and its surrounding grounds at which site through an affiliation with a pound, animal animal shelter, or other releasing agency care or rehabilitation is provided for companion animals.
So, a "foster home" is NOT a home-based rescue. The definitions are seperate.
:I do not know how many are over the limit. Most of them appear to be exotic rescues. i don't think there are many since we all know there aren't many who can handle this numbers of animals.There are a few, however, who have adequate help and who have had animal control inspect.
Animal control wouldn't know what to look for!! And while AC hasn't been here, a number of other folks are here constantly that DO know what to look for. I've had professional herpetologists, herp-enthusiasts, and other rescuers here. I have yet to have someone have anything other than praise for me. Yet, it seems that since Animal Control hasn't been here, maybe that's not good enough?? Heck when I lived in New Hampshire, I *was* a licensed animal shelter, even though it was in my house. And who taught them how to inspect me?? I did.. Sounds strange, right? If AC comes to inspect here in VA, do you honestly think they will know the difference between a corn snake and a copperhead?? Nope.
:New Mexico and Jax, Florida have worse bills this year. These idiots try to define hoarders by numbers instead of the care.

Yes, there will be, unfortunately. The HSUS has taken over some of the animal groups in VA, and is slowly trying to wear away our rights to keep ANY animals, reptiles included. The fight is on...
