A shelter is a physical address that is not a private home. A foster home is a private home that can be a home based rescue or just a foster associated with a shelter. No private residence can have over 50 companion animals. Breeders and citizens can have over 50 animals.

I do not know how many are over the limit. Most of them appear to be exotic rescues. i don't think there are many since we all know there aren't many who can handle this numbers of animals.
There are a few, however, who have adequate help and who have had animal control inspect.

New Mexico and Jax, Florida have worse bills this year. These idiots try to define hoarders by numbers instead of the care.
I think there will be much more of this in the next coming years.
