I've been hearing that a lot, but I'm not sure why. Would you, or anyone here, care to explain what's happened that might lead one to believe that self-regulation isn't working? Now I'm not asking you to cite rare cases of maulings, what I would like to know is if there's some trend that has caused concern enough to impose strict regulations on the hobby.
