Permits for protected species

hi all,
if I was interested in aquiring protected species and I needed a permit/licence, what conditions/terms apply to getting a licence? I was told I would have to contact NR for that state which they are protected in correct? But what are some of the terms I should know before I apply for a licence? Please let me know, thanks. :)
