Humane treatment of herps

I live in Utah. Our department of Wildlife Resources is currently considering laws that will ensure humane treatment of captive herps. Does anyone know of some kind of official guide lines that the state may use as template? I am worried they may take a page for some PETA book or some other unreasonable source and I'd like to be able to give them something that is actually good for the herps and reasonable for the herpers.
