there were officials there from the FDA. They have the authority, it is their law.

what is questionable about the law? it says you can't sell baby turtles except under certain circumstances. The existance of the law may be questionable but the law itself is not.

what don't they understand. He was cited for selling baby turtles. sounds to me like they understood pefectly well.

do you mean regulate, if so then they are regulating it by issuing the citation. Besides you don't regulate a law, you enforce it, and thats what they did.
