I believe I heard at a recent herp meeting, that in our state (Virginia), animal abuse laws do NOT pertain to reptiles. I could be wrong. Its something that I personally would like to look up under our state's statues, when time permits.
We have certain laws that limit the length of a snake you can own and our state bans the ownership of any type of croc, allegators, etc. There are a couple exceptions to this law (grandfather in, but are not permitted to breed them).
I think if you check with your individual states, you are going to be in for a rude awakening as to how animal abuse laws do NOT include reptiles.
How many of you know of someone who has taken a spade to a snake in their yard and killed it? Anything ever done to them. Nope.
I personally rescued from a house across the street from us (4 years ago), 3 dogs, 13 adult cats and I don't know how many kittens. The house was a "renter" and the guy up and left all of these animals. After feeding them for a month, hoping he would come back, I called the authorities. They "suggested" I call rescue groups, and I did. I was told to capture the cats/kittens, and I did. Anything done to the owner? Nope. They found him, he signed a paper giving up ownership of all of them. Is he permitted to own other animals? Sure.
Do you know that if I had gone over there WITHOUT calling animal control first, I would/could have been charged with "theft". Had I killed one of the animals, an even lower charge (some type of lower misdomeanor). Crazy mixed up world we live in.
Enough said. Check you local laws.
Sue
