There are laws that protect pets, unfortunately there are almost no laws protecting reptiles. A pet store manager could put an iguana into the freezer in front of a Humane Society worker and it would be perfectly legal.
I always thought it'd be better to start off at the source of many of these problems: the pet stores. If iguanas were NOT advertised as "throwaway" pets, no one would want to buy them.
It'd be harder to get around to talking to the pet owners, because some of that could be an invading a citizen's privacy.
