Yes, the gaping (mouth open) means they are overheating. You just have to make sure shade is provided and to mist them with water often. When my bearded dragon does this, I don't worry because he can easily get out of the sun when he chooses-- with how I have the setup now. In the past, when my iguana did it, I used to bring him inside to cool him down. When they start to get pale as well as gape, I think that is reaching the danger zone-- and they are waaaaaaaaaaaay too hot. This has happened to my iguanas before.
