Welcome to our board Michelle,

Well first off I don't think that if this was in the U.S., it's hot enough to cause problems. The area temperature would have to be closer to 90 to 95 degrees before the iguana would start to get hot. And since the person would probably be looking for shade sooner then what the iguana would need it; chances are, the person would get out of the direct sunlight. Just a side note: Never leave a iguana unattended in a car, if the windows are up and the temp is 90 plus, the inside of the car will be much hotter. And since the iguana has no way of getting out of it, he could over heat. Iguana's temperature range is very small..Day time: Low 84 degrees High 97 degrees- Night time: Low 78 degrees High 82 degrees, If you were to subject a iguana to temps above 100 degrees, the iguana will go into heat stress and could die quickly. Same with low temps, it shuts down their body from functioning.
As said in the other posting, direct sunlight is best for iguana, but showing off in public is probably the worse thing for an ig!
Another thing comes to my mind, was this iguana on a leash? Iguana's are about HALF as fast as a cheetah!! If they get up on their hind legs, you can kiss your iguana good bye!! Their speed will surprise the best of us. Don't ever let your guard down with a iguana outside, always secure it with either a cage or a leash. The number of iguana's lost each year from owners not knowing the speed of which a iguana can run, is unbelieviable.
One more thing, if you decide to get a iguana in the future remember this: Iguana FIRST you SECOND. Any needs that the iguana has to have should always be first, and your needs should always come second. Example: I'm tired, I'll feed my iguana later. Oh I don't feel like cleaning his/her cage right now, I'll do it later. These ways of thinking will not work for raising a iguana. Iguana's have needs that must be met to asure good health. Keep this in mind when you decide to get one.

Hope you stick around this board with us.
Harry's Dad.....whos' gonna be late for work!!LOL
