that would be good, and animal health is #1 when deciding, but what happens if the family has a problem and cant keep it any longer (good problem,not it got too big/expensive/dont want it anymore) i guess there would still be shelters. and of course education would be less, not as many people learning about animals, and IMO the less accurate facts you learn the more likely you can be to purposly or accidentally abuse (IE: my ig has a room to roam in, but its at the wrong heat/humidity and the ig is dehydrated and lethargic and sick?) i would suggest animal care courses, but the problem is hey its not in black and white, everything is different opinions, etc, one reason why im here discussing on this board..to learn/discuss more. i guess theres just too many variables. what about for example you need a liscense (ie: usda) to keep a pet, and also there was a central website/forum for everyone registered to keep updated..then again people lie, but i dont think it can get too much worse then it is now .. =(
