All my CHE's and some Halogen Floods are on inline thermostats and I have not had any "whining" problems. It could be caused by the current going through the CHE and the heating and cooling of the unit as the Rheostat controls the current. And actually, now that I think of it, I did have a ceiling fan that made that noise until I put a controller that better matched the current draw of the fan vs the amount of current that the controller was putting out.
Since I have done work as an electrical contractor for both commercial and residential electrical work, plus working with various other low and mid-range voltages, it really hasn't been too hard to figure out the wiring diagrams and voltage draws for my enclosures (5) and rewiring my entire house.
