skin problem...has anyone seen this? fungus? bacterial?

Hopefully you can see these photos when you go to the link.
I'm wondering if it could be a bruise? a fungus? bacterial?
It worries me because the scales feel tougher and they are raised slightly.
Any ideas would be appreciated.
