when i first got my lizard, she was the same way. i honestly think she was abused (physically).

what i did:
-handle the lizard regularly (regular times, lengths of time, routine activities...etc) they seem to be creatures of routine/habbit...get him used to you.

-do a few "special" things during the time you handle it. like...fruit. make his normal diet the good wholesome green stuff, and then when you handle him give him a couple pieces of fruit. (mine really liked fig newtons)

-be calm with it. no loud noises, sudden movements, try not to look it directly in the eye.

-when you are done handling it, put it in it's cage and try to keep it stress free. a hide hole in it's cage...no tapping on the glass....etc. sort of a "the big guy will play with me, and then i go back to my lizard life...i didn't get eaten" thing.

like i mentioned before, my lizard was REALLY crazy when i got her...really crazy...

somedays, she'd be completely nuts when i came in the room.

i dealt with that by running a warm tub of water, and tossing her in. she could run around in the water, but not run away from me. it would let her work off some of that excess energy AND i could bathe her at the same time. after she was done, then i could do my normal handling routine.

after a while, they stop the being scared crap, and turn into a cool pet.
