Hi Jessica, I would really try to get her to the vet ASAP, fee or no fee. The prolapse can't be left alone for too long - even if you keep it from drying up, the blood supply can be cut off by constriction. If the cloaca tissue goes necrotic, the surgery to fix it will be extremely expensive and the ig may still die during or shortly after it. Get it fixed NOW.
I suggest you not feed the dry food at all, since it could be responsible for the prolapses. Dry food absorbs water in the gut, is hard for the ig to digest, and swells with moisture. If the ig is slightly dehydrated, she will have a hard time passing anything, and doubly so if the food itself is dry. After this prolapse is fixed, try a diet of dark leafy greens, veggies, and fruit, and see if that might help her poop without straining so much.
