Look into Radiant heat panels for ambient heat, Vicks Ultrasonic humidifiers for humidity, and ActiveUV or PowerSun merc vapor bulbs for UV and basking.
Those three pieces of equipment and associated fixtures/controllers/timers/power strips will run somewhere in the vicinity of $200 but they're the safest/most efficient choices in my book. Remember, it's not always about diong things cheaply. Sometimes it's better to invest in quality equipment that won't need to be replaced every few months.
