Mites could be the reason for scratching. THis could mean that the ig is run down. Being in a shleter can run any ig down.
I suspect worms which is true in almost every iguana and lizard.
Expect a vet check up and worm medicine.
The iguana could have broken a toe which is also common and not a big deal. MBD can be helped with real sun and a good UVB light.
Sometimes sick iguanas are calm and usually an iguana will be agressive and depressed in a new home. They are scared.
I have a rescue who is very grateful. I have two strays who would rather be stray in a minute (till winter sets in)
