Pet products (excluding cat and dog food) here in Canada have NO regulations on them whatsoever. So this may be true for other products, but not for the bulb in question. They are also not repackaged with the english/french. You can pretty much bottle some water and sell it as a "super vitamin and 100% nutritional supplement for reptiles." for $500 a bottle and get away with it.
