Do you know if it is a male? If it is, he could have a seminal plug stuck in there (happened to mine before). I could also be many other thing related to his genitalia or other issues. Without seeing it or being a vet it is hard to say. If I thought it were a seminal plug, I would soak him in warm water for 20 minutes to see if that helps. If it is a plug it can. Good luck.
