I had a similar arrangement with my female. But the cage was longer than it was high, so the lamps did a good job of keeping the water at least tepid (I'd don't think I'd call it warm). But she used it anyway, every moring, and then frantically begged to be let out because of the odor! Naturally we changed the water!
Maybe part of the problem is that your little T-Rex is used to his daily trip to the sink?
