The USDA has a website resource that tells you the nutritional values of foods prepared and/or processed in different ways.
You and your mom can sit down and compare the values between fresh and frozen foods to see which is of greater benefit.
She does have a very good point, though, in that "fresh" foods in the winter have travelled a great deal further and are less fresh than the same foods bought during the prime harvesting season. Some of the nutrients have probably degraded, but freezing may degrade some nutrients more than an extra week in transit.
