A bill is a law that has not yet been passed. a bill is just an idea.

In new york city, it is illegal to keep iguana's without special rights.

In new york state, it is legal to keep iguana's, for now. If you have an iguana or other animal BEFORE the bill is passed (if it ever will be) then you will be able to keep the iguana. You will need a permit though.
