yes, it is *very* normal for them to try + bite or tail whip you! i'd be worried if he *didn't*!!! he's just not sure about you yet, you look awfully big to a little bitty iglet and for all he knows, you're planning on having him for lunch! it'll just take time for him to get to know you and trust you and calm down ...
try to do the same things at the same time everyday with him so that he can learn what to expect and when... talk softly/calmly to him as you're nearing his enclosure and picking him up ... try to pick him up from underneath (instead of grabbing him from above, which is more threatening to him) ... when he nips and/or tail whips, just kinda ignore it ... *don't* set him back down when he's fighting you or you will teach him that fighting you works! just continue to talk calmly to him and he'll give it up (sooner or later! *grin*)
igs live in trees, so make sure to have things for him to climb on in his enclosure ... they feel safer when they can get high up, above everything ... for the same reason, he may prefer to sit on your shoulder (or head!) than in your hands or on your lap ...
you need to spend time with him everyday so he can get to know you and trust you and LIKE you! the more time you can spend with him now when he's little, the better chance you have of having a nice friendly ig when he's 5' long! even skipping one day should not be acceptable! try to hold him/interact with him several times a day *if possible* ...
make sure to do *ALOT* of reading (+ asking questions) about their environmental and nutritional needs! igs are *not necessarily easy* to take proper care of!!! an unhealthy ig is not going to be very happy OR friendly!
*find*a*herp*vet*now*!!!! it may take some doing, depending on where you live .... igs are pretty much 'born' with worms and you *will need* a prescription medication from a vet to treat your ig ... the sooner you can get this taken care of, the better off your ig will be! parasites rob igs of their nutrtion and they won't grow at a healthy rate ....
head over to Melissa Kaplin's Giant Green Iguana site ... she's got a very extensive site and knows darn near *everything* you could ever need to know about keeping your ig happy + healthy!!!

another excellent site is Jennifer Swofford's Basking Spot ....
