Suggestion - Could one of the local vets consult with a good herp vet by phone?
I know that first aid for burns is to cool them with lukewarm water immediately. I don't know what happens further since I've never had a burned iguana, but I guess the treatment will depend on the severity of the burn. Really, sould be no problem for your local vet to consult an expert about this...
And as you've learned, basking spots should be set up according to temperature, not the wattage of the lamp. You simply run your setup for a few days without the iggy, check the temperatures, and adjust the wattage/distance of the lamps as needed. (I'd guess since they are hanging on the wire to get warm, the ambient temperatures are lower than 84 - 86F?) A digital thermometer with probe is ideal for this...
