Well I don't know about turtles, but if they do need UVB light, you are not doing him any favors by using that light. You may not notice problems until they are extreme.
Those lights have never burned out on me!!!! I have many of these over 10 years (not each bulb) and never had one burn out. I would try to get a refund if that happened. Also, your fixture may be crap and burning out the bulbs. You are supposed to change these bulbs every 6 months even though they do not burn out because the UV in them is weak by then, although you can use them for lighting animals that don't need UV light at this point.
