OK. I assume you're looking for some suggestions on what to do...
You have two choices:
1. Get the iguana out of the present situation and into an environment where it at least has some chance.
2. Barring that, (since you don't own it), you have to educate the people who do own it.
See below for the scope of the problems:
"She works alot and only feeds him maybe twice a week. He is in a 30 gal tank which i think is as long as him."
If this keeps up, it won't be a problem, because the iguana won't last long. Feed EVERY day, and get a decent sized enclosure.

No, not really, just tired of dealing with these situations.

Then educate them both! People with no time or money should not own any animal, much less one with the requirements of an iguana.

Hammer will eventually get rid of the anole.

You probably can't, but the important thing is the animals, not her feelings! I don't think you can educate these people, so try to get them to give up the ig. If not, it'll be dead soon, along with the anole.
This is an unfortunate situation, but not uncommon. See if you can get a rescue group involved. If you can get them to give up the ig, there are people on this forum who will try to help...
