Quincy may be dehydrated, or he might have an impaction. Have you checked him out with a vet? Internal parasites might be the cause as well. Since you adopted him, you should have had a full check up with him, to make sure he doesn't have any deficiencies, parasites, or impactions.
I would keep his cage nice and humid, continue soaking him, and spray his "salad" with water, to keep that nice and moist too. Take him down to a reputable reptile vet with a fresh sample of feces for a fecal exam. You might want to get a blood test run too.
