Here's a general resource that may help. The link goes to a page that provides links to the cruelty statues for most if not all states.
When reading the laws, you need to particular attention to how your state defines the word "animal". I just posted a link for the state of Virginia and they define animal as a "nonhuman vertibrate that is not a fish" -that most certainly covers reptiles. Since in this case they specificly disqualify fish within the definition of their own statute, they would have a hard time verbally disqualifying reptiles. In New Hampshire, as Mr. D pointed out, the cruelty laws apply to any animal being sold as a pet.
If you have a question regarding how your state defines "animal" relative to the cruelty laws, call your local Humane society and ask to speak to a Cruelty Officer -they should be able to help you out. If you are not satisfied with their answer, keep digging!
