Question about nail melting tool

I've been considering buying a nail melter tool as opposed to using clippers. Is this the tool I see in dog grooming catalogues known as Nail Cauteries? If so any tips on usage. And I mean any. I get nervous using simple clippers let alone something heated to 2000 degrees. Thanks for your input.
