Well taming the poor guy can take a long time. Just build up a trusting relationship with him. Hand feeding is a good way, but don't overdo it as many iguanas prefer this to eating on their own! :o) Also just gentle petting everyday for a little longer each day. Letting him come out of his enclosure on his own works great too. Those methods and others I am sure other people will post together should make a difference but it takes time for young ones. Lots of time and patience, even over a year sometimes.
As for the cat I am not sure, my iguana never has contact with our cats but when she does her size makes her feel safe around them (she is twice the size of all our family cats) but your guy is tiny so that probably has a large part with it. All I can say is time, lots and lots and 100% supervision, it may happen that one day they can at least be in the same room together, but it may not since you said he has had an issue with a cat. I might just not make him see the cat at all, at least until he is one of the big guys! :o)
