It sounds like it could be a very fresh seminal plug. Males frequently emit these as they mature and go into breeding season. Usually, they are drier than you describe, and further dry into a substance that resembles thin pieces of mozzarella cheese. I suspect that this was a very fresh seminal emission from a male, but I can't be sure.
