Dehydrated iguanas will in fact have trouble shedding. The extent of the difficulty is dependant on the level of dehydration.
For any reptile, outter moisture is almost as important as inner. Soaking and misting with water should be a regular part of ig care, and will help considerably with the shedding process, making dead skin softer and easier to throw.
Also, a point of importance: An iguana needs to grow to shed. An iguana needs to eat to grow. A truely dehydrated animal rarely eats much.
