Is this cruel?

I found a guy in the local newspaper that is selling his 3 foot Iguana for 50$ w/ cage..... he tells me that his cage is 3 feet tall x 17 inches deep x 28 inches wide..... seems like a good price but is this cage nearly adequate for a 3ft Iguana , if not what would be good and if you could give me an idea of what he will need eventually.....
