I believe what you are talking about is a radiant heat panel, not a ceramic heat panel. If there is such thing as a ceramic heat panel, I have not heard of it.
In the large enclosure which is about 6 feet tall, 6 feet long and 3 feet deep, we are running Enerjoy's 18/24 heat panel with a thermostat to keep it a constant 80*. We attached it to the top of the enclosure with screws and plugged it into a power strip we mounted on the side of the enclosure. The panel was around $110.00 and the thermostat ran around $20.00. Since this was our first experience with one of these, we realized after the fact that we could have gone with the 12x24 panal and it would have been warm enough. I honestly think it depends not only on the size of the enclosure but it's location and the average ambiant temp in the area of the enclosure.
We purchased a 7x12 panel a few months back and that size, with no thermostat, was good for a 10 gallon. We had hoped it would work in another enclosure we have but after some testing, we found that it worked really well with a 10 gallon and ok with up to a 35 gallon.
With the Enerjoy panels, which is what herpsupplies.com carries, you need no additional wiring and the thermostat is optional, although I highly suggest getting one. They plug into an outlet so there is no complicated anything about them.
