I would definitely double check the temperature in the enclosure with a new gauge to make sure there is the proper temperature gradient in the enclosure. It may be too cool up there - it can take a bit of fine-tuning and tweaking to get it just right.

Another quick suggestion is to provide something for him to hide in/under/around on the top ledge as well so he can feel a bit more secure up top.
