Most people place the UVB light on top of the cage so it's shining down on the iguana. My iguana free roams and spends most of her "laying around" time on top of a dog pen, so I have the light sitting on top of that. They don't get hot, so it doesn't matter if she climbs on it or over it. I keep it where she lays most of the time and I know she's getting some rays.
According to my other board, if your iguana gets a half to an hour of "real" sun a day, you don't need the UVB bulb. Some of the people that live in warmer climates keep their iggies outside in a custom-built enclosure most of the time, so they don't need it. One of the guys also said if it gets enough sun in the summer like that, you don't have to worry about the bulb in the winter (I don't know if that's true or not).
